The St. Lawrence County Sex Offender Management Program is a proactive, county-wide sex offender management approach executed in best practices to educate the people of St. Lawrence County on safety and responsibility as it pertains to sex offenders. The program consists of a comprehensive set of services with representatives from organizations throughout the county on different committees. Organizations include: St. Lawrence County Probation Department, Community Services, St. Lawrence Psychiatric Center, the courts, the local police departments, the sheriff's department, campus police, district attorney staff, public defender staff, Citizens Against Violent Acts, Inc., Renewal House for Victims of Family Violence, state police, SANE nurses, parole, clergy and the Department of Social Services.
The committees:
Investigation / Prosecution / Supervision - This committee has been trained in investigative protocol on sex crimes and has established a specialized investigation unit for the county. The county prosecutors have developed a system where a single prosecutor follows a case from start to finish, as well as looking at each case on an individual basis. The St. Lawrence County Probation Department has established specialized supervision strategies to follow sex offenders while on probation.
Assessment and Treatment – This committee has established guidelines to assure accurate and consistent assessment of offenders. Individualized and group treatment of offenders is available.
Community Notification – This committee has standardized community notification and has established a system to notify the public when an offender moves into a community.
Public Education – This committee has developed a county-wide program to dispel the myths that are associated with sex crimes and familiarizing citizens with the resources available to the community.
In addition, the program supports a victim-centered approach. Triage cards outlining possible medical options and services for victims are available.
